Around 50 million people used ChatGPT on WhatsApp, according to OpenAI, until Meta pulled the plug on 15 January 2026. Six months later, ChatGPT is back. Since 13 July 2026, you can once again message ChatGPT on WhatsApp in the EU via the 1-800-ChatGPT contact. This is down to an order from the European Commission that applies until the end of an antitrust investigation. In this guide, you will learn where ChatGPT works on WhatsApp, what your shop is allowed to do with AI on WhatsApp and how to flip things round and turn ChatGPT into the control centre for your WhatsApp marketing.
ChatGPT on WhatsApp: Where Things Stand in October 2026
ChatGPT is available on WhatsApp again, but only in the European Economic Area (EEA). According to OpenAI's help page, the country code of your WhatsApp number decides whether you get access.
| Where you are | ChatGPT on WhatsApp |
|---|---|
| Germany, Austria and all other EU countries | Yes, available again since 13 July 2026 |
| Iceland, Liechtenstein, Norway | Yes, as part of the EEA |
| United Kingdom | Not officially: OpenAI only names the EEA, which the UK is not part of |
| Switzerland | Not officially: OpenAI only names the EEA, which Switzerland is not part of |
| USA and most other countries | No, blocked since 15 January 2026 |
As of 28 October 2026. The situation may change again depending on the outcome of the EU investigation.
How to start a chat with ChatGPT on WhatsApp:
- Save the contact: Add the number +1 800 242 8478 to your contacts. OpenAI calls the verified contact 1-800-ChatGPT.
- Send a message: Open the chat in WhatsApp and ask your question. You can start without a ChatGPT account.
- Link your account (optional): If you connect your ChatGPT account to WhatsApp, ChatGPT uses the history from your account.
In the WhatsApp chat, you can write text, upload images, send voice notes and generate images. Check one thing before linking: According to OpenAI, a phone number currently cannot be unlinked from an OpenAI account.
From Ban to Comeback: The Timeline
In October 2025, Meta changed the terms of the WhatsApp Business API and excluded general-purpose AI assistants. The European Commission sees this as a possible abuse of a dominant market position and has ordered Meta to reopen access.
| Date | What happened |
|---|---|
| December 2024 | OpenAI launches 1-800-ChatGPT on WhatsApp |
| 15 October 2025 | Meta changes the WhatsApp Business Solution terms for AI providers |
| 4 December 2025 | The European Commission opens an antitrust investigation into Meta |
| 15 January 2026 | The ban takes effect: ChatGPT, Microsoft Copilot and Perplexity disappear, Meta AI stays |
| 4 March 2026 | Meta readmits third-party AI assistants, but charges a fee |
| 9 June 2026 | The European Commission orders free access on the terms in place before 15 October 2025 |
| 13 July 2026 | ChatGPT is available on WhatsApp again in the EEA |
Meta justified the ban by saying the Business API was built for companies' customer service and updates, and that AI chatbots put a heavy load on the system. The Commission took a different view: In its assessment, the fee introduced in March was in practice equivalent to the ban. With the interim measures, it used a tool it had applied only once before under the EU antitrust regulation, against Broadcom in 2009. The European Commission's press release sets out the background.
Access is secured for now. The order applies until the Commission reaches a decision on the case. Meta has announced that it will challenge the decision.
ChatGPT WhatsApp for Businesses: What Your Shop Is Allowed to Do
Meta's rule targets AI providers whose main product is a general-purpose AI assistant. Businesses that use AI for their own customer service are explicitly exempt. Meta confirmed this to TechCrunch.
| Use case | Allowed on WhatsApp? |
|---|---|
| ChatGPT, Copilot or Perplexity as a separate contact | Allowed again in the EEA for now, blocked in most other countries |
| AI agent for your shop's customer service | Yes, worldwide |
| Business bot with a language model in the background for a clear purpose | Yes, for example order status, returns or product advice |
| Open "ask me anything" bot on your business number | Risky: Meta decides at its own discretion what counts as a general-purpose assistant |
In practice: If you build your WhatsApp customer service with AI, the ban never affected you. An AI bot that answers questions about your orders and products was allowed the whole time. Build your bot around a clearly defined purpose. That keeps you safely within the rules, whatever the outcome of the EU investigation.
ChatGPT or AI Agent: What Your Customer Service on WhatsApp Needs
ChatGPT knows a lot about the world and little about your shop. When a customer asks "Where is my order 12345?", ChatGPT can at best explain how parcel tracking works. An AI agent with access to your shop system looks it up and replies with the carrier, tracking number and delivery date.
| Criterion | ChatGPT on WhatsApp | AI agent connected to your shop |
|---|---|---|
| Knowledge of your shop's products | General | Knows your content from the knowledge base |
| Access to order data | No | Yes, via shop and ERP integrations |
| Carrying out actions | No | Yes, for example cancellations, address changes, returns |
| Runs on your business number | No, separate OpenAI contact | Yes, via the WhatsApp Business API |
| Handover to your team | No | Yes, with the full conversation history |
armincx by Chatarmin is an AI agent for e-commerce customer service. It handles enquiries from WhatsApp, email, Instagram and live chat in one inbox and carries out real actions. Through its integrations with Shopify, Shopware, JTL, Xentral and Billbee, armincx cancels orders, changes delivery addresses and creates returns. If information is missing, the agent asks for it before handing over to your team.
Realistically, an AI agent resolves 40 to 60% of tickets on its own after launch. With clean workflows and a well-maintained knowledge base, the rate rises to 70 to 80%. The rest reaches your team with full context, for example emotional complaints or special cases.
Flip It Round: ChatGPT Runs Your WhatsApp Marketing
The more interesting question for shops is this: how do you get your WhatsApp data into ChatGPT? The answer is MCP. Through the Model Context Protocol, AI assistants such as ChatGPT or Claude connect to the tools that hold your data.
With the Chatarmin MCP, you connect ChatGPT to your WhatsApp marketing. Your team asks the questions in ChatGPT, and the figures come straight from Chatarmin:
- Query figures: revenue from your last campaign, results of a flow, contacts with an opt-in
- Build drafts: describe flows and templates in one sentence, and Chatarmin creates them as drafts
- Plan campaigns: a dry run shows you the number of recipients, and the campaign is only created after your explicit confirmation
Here is what a prompt can look like:
Summarise all WhatsApp campaigns from the last 7 days: recipients, open rate, click rate and attributed revenue. Sort by revenue and flag the campaign with the weakest click rate.
A health brand from our customer base shows how much work this saves: It has already created 61 templates and 59 flows via the MCP.
In ChatGPT, the Chatarmin MCP runs through Developer Mode. OpenAI allows write actions there on the Business, Enterprise and Edu plans. The MCP is included for all Chatarmin customers. Only sending individual messages is a paid add-on. Besides ChatGPT, the MCP works with Claude, Cursor, VS Code and GitHub Copilot.
GDPR and the AI Act: What You Need to Know
What you tell ChatGPT on WhatsApp in private is up to you. Customer data follows different rules. These are the points to know:
- Customer enquiries belong in your support tool: Copying customer enquiries into ChatGPT on WhatsApp to draft replies sends personal data to OpenAI without a contract.
- Data processing agreement: For AI in customer service, you need a DPA with your provider. This also applies to the AI tool you connect via MCP.
- Opt-in: Marketing messages on WhatsApp require your contacts' active consent.
- Hosting: Chatarmin is ISO 27001-certified and hosts on servers in Frankfurt. As soon as data goes to an AI tool via MCP, that provider's terms apply as well.
- AI labelling: Article 50 of the EU AI Act has applied since 2 August 2026. Your customers must be able to recognise that they are chatting with an AI by the first message at the latest. The simplest way to do this is a visible AI notice and a greeting in which the agent introduces itself as an AI.
What Does an AI Chatbot on WhatsApp Cost?
The costs are made up of Meta fees, software and setup.
- Meta fees: Meta bills WhatsApp messages on a usage basis, and the amount depends on your contacts' country and the message category. Since 1 October 2026, Meta also charges for service replies within the 24-hour window, after 1,000 free service messages per month and number. Replies from an AI agent count as normal service messages.
- Software: The price depends on ticket volume, channels and integration depth.
- Setup: Building the knowledge base, defining workflows, connecting your shop and ERP. With armincx, a German-speaking customer success team handles this.
For context: From our sales conversations, we know that standard questions about order status, returns and invoices make up 30 to 80% of enquiries at many shops. That is exactly where an AI agent pays off. With only a few enquiries a day, the effort is rarely worth it.
Conclusion: ChatGPT Is Back, Your Shop Needs More
For private use, ChatGPT is back on WhatsApp in the EU, for now and until the end of the EU investigation. For your shop, something else matters: An AI bot for your own customer service was allowed on WhatsApp the whole time. Your biggest lever is an AI agent that knows your order data and carries out actions. And with the Chatarmin MCP, ChatGPT also becomes the interface for your WhatsApp marketing.
