TikTok Shop is growing fast in Germany and across the EU, but few merchants know the TikTok Shop seller rules in detail. That gets expensive: TikTok measures your response rate, records every violation, and can cap your daily order volume before you even know which rule you broke. This page summarises the most important seller policies for TikTok Shop's EU markets: source-backed, no sales pitch, as of August 2026. It also answers the second question every seller asks: Is TikTok automation actually allowed?

The short answer: As a TikTok Shop seller in the EU, you must answer more than 85% of customer enquiries within 24 hours. Automated greetings and FAQ replies do not count as a response under the EU customer service policy. Miss the threshold and you face a warning, an Order Volume Limit, and in the worst case a suspension. Automation is allowed if you use TikTok Shop's three native DM bots and clearly label AI replies as automated. Third-party links in buyer messages, scraping, fake engagement and vanity bots are prohibited. For live comments, TikTok offers no AI moderation.

The 24-hour response rate: the metric every TikTok Shop seller is judged on

TikTok measures the share of customer enquiries you answer within 24 hours. The requirement is more than 85%. Miss that mark and TikTok steps in: first with a warning, then with harder measures up to the Order Volume Limit, a cap on your daily order volume.

There is a weekend exception, but only under one condition. Messages received from Saturday 00:00 to Sunday 23:59 are due by Monday at 12:00 noon, provided you have activated the chatbot in all three areas: pre-sale, logistics and post-sale. Without activated bots, the normal 24-hour deadline applies on weekends too.

An example: a message that arrives on Friday at 6 pm is not a weekend message. It has to be answered by Saturday at 6 pm. Close the laptop on Friday and open the inbox on Monday at 2 pm, and you missed the deadline back on Saturday.

If you cannot staff the inbox for a while, for instance over public holidays, activate Holiday Mode. As long as it is switched on, TikTok does not measure your service performance.

What counts as a response, and what does not?

This is the trap most sellers walk into. Not every automated message stops the clock:

The difference matters. If one of the native DM bots fully resolves a chat, that chat counts neither towards the 24-hour response rate nor towards IM-DSAT. IM-DSAT is the dissatisfaction rate in chat (Instant Messaging Dissatisfaction Rate). The case is cleanly closed.

An automated greeting or an auto-served FAQ reply, on the other hand, does not count as a response under the EU customer service policy. The 24-hour clock keeps running until a human replies or the bot genuinely resolves the case. Sellers who believe a greeting text means they have "responded" are quietly stacking up missed deadlines.

If the bot hands a chat over to your team, that chat counts towards the response rate. The deadline runs from the first customer message, not from the handover.

Penalties: what happens when you break the seller rules?

TikTok Shop monitors and records violations of its EU terms and policies. The measures depend on severity and impact. The TikTok Shop EU Seller Performance Evaluation Policy lists, among others:

  • A formal warning
  • A temporary or permanent restriction of your daily order volume (Order Volume Limit)
  • Suspension of your permission to list products
  • Exclusion from the affiliate programme, campaigns and promotions
  • Temporary or permanent suspension of your access to TikTok Shop
  • Withholding of seller funds, for up to 90 calendar days or until the investigation is complete
  • Termination of the seller account

Before a suspension or restriction, TikTok normally sends a warning with reasons. There are two exceptions. The first: repeat violations. The second: misleading or fraudulent content at high volume, such as spam from bots or fake accounts. In both cases, the suspension can come without prior warning. Keep that in mind for the next section, because this is exactly where the automation question gets serious.

You can appeal every enforcement action. You have 180 days to do so, with one appeal per action. The route is the notification in the Seller Center. If the appeal succeeds, TikTok lifts the penalty and restores any revoked privileges.

Is TikTok automation allowed?

It depends on what you automate. The rules draw a clear line between documented service features and platform manipulation.

Allowed and built by TikTok itself: TikTok Shop natively offers exactly three DM chatbots, one each for pre-sale, logistics and post-sale. You can run them either outside your business hours only or in always-on mode. These bots are part of the Seller Center and documented in the Academy. Use them and you stay inside the seller rules. Bonus: only with all three areas activated do you get the weekend rule with the Monday noon deadline.

Mandatory for any automation: Under the EU customer service policy, anyone serving customers with automated or AI-generated replies must clearly and visibly disclose that an automated system is responding. A bot that pretends to be human is a violation even if every answer it gives is factually correct. For you, this is possibly the single most important rule: label every AI reply.

Not available: For live comments, TikTok offers no AI moderation. Moderation during a livestream is handled by human moderators and the LIVE Manager on desktop. An AI that automatically answers comments in a livestream does not exist as an official seller tool.

Prohibited: The EU customer service policy and the TikTok Community Guidelines on integrity and authenticity draw hard lines:

  • Third-party links, QR codes and contact details in buyer messages, as well as redirecting transactions out of TikTok Shop
  • Manipulating the buyer messages feature and using unauthorised third-party plugins or tools to access TikTok Shop
  • Scraping, manipulating engagement signals, spam and fake accounts, and vanity bots that artificially inflate followers, likes or views

What matters is whether your automation serves customers or manipulates the platform. The first is what the tools are there for. The second costs you the shop.

A real-world example: how fast a marketplace warning happens

An example from our customer conversations, anonymised and from a different marketplace, shows the risk in detail. An online retailer centralised his customer enquiries in one support system. When replying to Amazon enquiries, a link from an email template or signature was occasionally sent along, which was not permitted under the marketplace's rules. The result: a firm warning from Amazon. Since then, the team answers Amazon messages directly in the marketplace portal again.

On TikTok Shop, the same mistake would be a direct policy violation. Third-party links in buyer messages are explicitly prohibited there. A single automatically inserted signature link is enough to trigger an enforcement action.

A second merchant from our conversations avoids moving marketplace customers into his own channels altogether for the same reason. With a large share of revenue coming through marketplaces, the risk of a suspension was simply too high for him.

If you centralise or automate your support, the system has to know the rules of every single channel: detect prohibited links, control signatures per channel, and require manual approval when in doubt.

An honest note on scope

The original sources remain authoritative. TikTok updates its policies regularly. The EU policy itself states that it is not exhaustive. What sits at more than 85% today may be measured differently tomorrow. So check the Academy and the policy centre before you lock in your processes. For legal questions, independent advice helps.
